TO WHOM IT MAY CONCERN

Our Noble Finance Minister Shri P. Chidambram has imposed Central Excise Duty on the following products, after rescinding the Notification 215/84-C.E. dated 9th November, 1984 as amended, Notification 167/86-C.E. dated 1-3-1986 as amended by issue of Notification No 21/2006-C.E. dated 1st March 1986.

(A) Notification 215/84-C.E. dated 9-4-1984

The following Goods cleared for Display in Any Fair or Exhibition in India on certain Conditions and provision made. They will now attract Central Excise Duty.

Exemption has been withdrawn available Since 1984.

1. All Kind of Machinery.
2. Typewriters
3. Internal Combustion Engines
4. Refrigeration and Air Conditioning Appliances and Machinery.
5. Electric Motors, all sorts.
6. Power Driven Pumps.
7. Office Machines.
8. Computers
9. Musical Systems
10. Motor Vehicles and Tractors India Trailers.
11. Work Trucks
12. Unamatograph Projectors & Parts thereof.
13. Television Image & Sound Recording and Reproducers.
14. Photographic Apparatus & Goods
15. Television Cameras (Indian Video)
16. Weighing Machines
17. Safes and Strong Boxes.
18. Control Equipments
19. Marbles, Granites and other Stones
20. Electrical Machinery and Electrical Equipment falling under Chapter 85.
21. Instruments and apparatus falling under Chapter 90

Following Goods falling under Chapters 33, 36, 51, 69, 71 and 83 produced without the Aid of Power.

All most all these products are produced by un-skilled, Semi-Skilled persons all over the Country. They are now being brought under Central Excise net. There is no need to display Indian made Goods in Exhibition & Fairs for development of Indian Products.

They will attract Central Excise Duty. The producers of these Goods are not termed Small Scale Industries under the provisions of Industries (Development & Regulation) Act, 1951 (65 of 1951). Majority of these producers do not have the Factory as defined under Factory Act, 1948. This step taken by the Finance Minister is harsh than the step taken by Britishers, who had imposed Central Excise Duty on Salt in the 1930 & which was removed it on 1st April, 1947. i.e. after 17 years.

All the Leading Chambers of Commerce, Industries and Agriculture and Various Associations have not Condemn these Proposals. No Political Party have opposed these Changes, as they do not get Funds from these Poor People.
