HIGH SECURITY REGISTRATION PLATES
The Ministry of Road Transport and Highways, with issue of Notification No. S.O. 499(E) dated 9th May 2002 has postponed the introduction of High Security Registration Plates from 30th June, 2002 to 28th February 2003 for New Vehicles and to switch over to New High Security Registration Plates for existing (old registered) Vehicles to 28th February 2005. Why it is postponed.
As per the Provision of Notification No. 221(E) dated 28th March 2001, Notification No. S.O 938(E) dated 24th September 2001, Notification No. S.O. 1041 (E) dated 16th October, 2001, the High Security Registration Plates will be made up of 1.00 mm thick Aluminum Confirming to DIN 1745/DIN 1783 or ISO 7591 and not to confirming to Bureau of Indian Standards (BIS). The Reflecting Sheet will be Imported and shall be fixed by Hot Stamping process, along with letter "IND' and Chromium based Hologram. Are they not available in India.
All these plates shall be fastened with non-removable / non-reusable SNAP-LOCK fittings on rear of the Vehicles at the Premises of the registering authority. Therefore, every Vehicles has to be brought to the premises of the Registering Authority to fix the High Security Registration Plate in the presence of the Government representative. The Number and word are reserved for Small Scale Industries to manufacture and are classifiable under Chapter Heading No. 83.10 of Central Excise Tariff based on International Harmonised System of Numbering (HSN) and is not an essential Part of Motor Vehicle, Classifiable under Chapter 87. The products classifiable under Chapter 84 or 87 (Mechanical or Auto Mobile products moving on Roads) are required Certification from Automotive Research Association of India, Pune, or Central Road Research Institute, New Delhi or Vehicles Research Development Establishment, Ahmednagar. We fail to understand that how the Registration Number after replacing with plastic foils with Hot embossing are termed as High Security Registration Plates?. Will it reduce the use of vehicles for crime? Will it reduce the stealing of vehicles? Will it reduce the Accidents on Roads & Highways? Will it not reduce the employment and will increase the high rate of Corruption at 720 RTOs located in 32 States and Three Union Territories & will put heavy Burden on the Vehicles Owners. Is it call Democracy? Is it not true that someone at Top is Trying to bring FDI and is trying to siphone the Indian Money out. Is it not a scam then why have they postponed? Is any one on at top Listening?
